Repainting is not enough

If you have a concrete wall with powderized old paint, you have to strip it off until you see the concrete. Clean the surface using a pressure washer or an ordinary garden hose with spray nozzle provided that it has a strong pressure. Let dry. Patch cracks and other holes with putty. Apply a coat of latex primer using a roller brush. Let dry for a couple of hours. Then, for top coat, apply latex paint with the color of your choice the same way you applied the primer. — Arch. If that happens, try finding out more about the external conditions surrounding the problem. It may be caused by excessive humidity and moisture, the surface may not have been prepared properly before painting, or the wall may probably have been painted with oil-based paint and then painted again using latex paint. When you repaint, use a putty knife to remove existing paint, sand the walls thoroughly, and clean them with mild soap and water before painting. —Jorge Faustino, contractor
